EL CAJON Ð Prostitutes here rarely had pimps and were mostly middle-aged women working along El Cajon Boulevard, but authorities say that has changed.

Now the corridor is Main Street, the women are much younger, and many work for pimps who are predominantly gang members from other parts of the county.

And the numbers are up.

"There is no question that it's worse now than it has been in years," said Pete Faubel, an El Cajon police agent. "The sheer number of and type of prostitutes have changed 100 percent."

A spate of complaints recently prompted City Councilman Gary Kendrick to call for more police enforcement and tougher sentences for convicted prostitutes and the johns who solicit them.

Since January, El Cajon police have conducted 13 undercover stings targeting pimps, prostitutes and their customers. The District Attorney's Office has won convictions or guilty pleas in all of the El Cajon cases this year, and it has imposed tight probation conditions for first-timers, and jail time for repeat offenders.

El Cajon police arrested 86 suspected prostitutes and johns between Jan. 1 and Aug. 31 Ð more than double the arrests over the same period last year, according to statistics from Police Chief Jim Davis.

The arrests are also netting younger women than in the past, the chief and Faubel said. Most are between 18 and 25 years old, but some are barely teenagers. Police picked up a 13-year-old runaway from San Diego who was selling sex here, Chief Davis said yesterday in a report to the City Council.

Another new aspect of the trade is that many of the women working here aren't local. They are from as far away as Los Angeles and Northern California, Faubel said.

"Somehow, the word is out there that El Cajon is the good place to come work," he said.

Kendrick wants to rid El Cajon of prostitutes by adopting tough new punishments and to "make life as uncomfortable as possible" for hookers to do business here.

"Getting the prostitutes out is the first step to cleaning up all of Main Street," Kendrick said. "We have to think .Ê.Ê. what would it take to make them leave our city."

He said publishing the names and photos of prostitutes, johns and pimps in newspapers would shame them out of town. His plan also calls for court-ordered service by offenders in hospitals that treat AIDS patients. The plan would also enlist community volunteers to follow known prostitutes around town with picket signs, drawing attention to their illicit activity.

City Attorney Morgan Foley is researching the legality of Kendrick's plans, and whether the District Attorney's Office and the court system would adhere to city-mandated sentencing guidelines. Foley and Davis said they are looking for other ways to strengthen the city's anti-prostitution laws, but did not elaborate.

Deputy District Attorney Gordon Paul Davis says punishment for prostitution, a misdemeanor, and associated crimes has gotten tougher recently.

He helped develop a geographic probation program that forbids convicted prostitutes, johns and pimps from gathering in areas known for such activity, and gives police the authority to contact them if they do.

Police had started to seize the cars of the johns they arrest as evidence, but Foley said a judge determined that practice is unconstitutional.

That was disappointing to Faubel, who said it would be a great tool to curb the demand.

"The problem is, there are so many guys out there looking for it," he said. "A lot of these guys are married. You want them to have to explain to their wives why the car was impounded. .Ê.Ê. You have to have some laws with some teeth."

Despite police accounts of the problem, downtown merchants and business groups say there is less prostitution than in the past.

Before redevelopment took off in the mid-1990s, prostitution downtown was prevalent, said Terry Saverson, president of the East County Chamber of Commerce. Prostitutes regularly worked among the homeless people sleeping in doorways around the area now known as "restaurant row."

"It's nothing like it used to be," said Daryl Priest, who built the Albertsons shopping center at Magnolia Avenue and Main Street. He has several other projects in the works including a townhome project at Main Street and Magnolia Avenue.

"Believe me, I would be the first one to complain if I thought it were a problem," he said.

Priest, and other downtown merchants, say redevelopment and the creation of the El Cajon Community Development Corporation, pushed many of the prostitutes farther east down Main Street.

El Cajon CDC President Claire Carpenter, a driving force behind those efforts, said the same thing can happen in other parts of town. Hiring guards to chase away loiterers, and installing security lighting helped reduce prostitution and other crime downtown.

"There has to be a constant patrol," she said. "They have to know that someone is watching. The cleaner, brighter and the more people watching, the better the community."

San Diego does have a impound law for johns who get arrested for prostitution. The cops are pretty low key most of the time. Occasinally the cops will run a undercover sting. Sometimes a undercover cop will tail you and the girl, but thats pretty rare.

a couple of comments and suggestions, compiled by my observation and a friend's first hand experience with SD LE. These are general thoughts, and specifics may vary, so always be on the look out.

First off, you must always be aware of your surrondings and what cars are around. This is especially true if Le is in the 'hood.

Most SWs will be walking not just standing on a corner. If they are just standing at one corner without really moving you want to becareful as it can be a sting. Decoys usually hang out at one corner so that they can be watched closely by "legal pimps" i.e. SDPD.

Secondly when approaching a girl, never, ever, EVER talk business while she is on the sidewalk. Offer a ride or whatever, but never discus details when she is not in the car. Most decoys will not get into a car, too dangerous.

Thirdly and this is important, if the girl on the sidewalk tells you to pull over in a specifc area and that she will meet you, DRIVE AWAY, in the opposite direction of where she says if you can. This is Clearly a sting. The reason is that under relatively recent laws, Le can arrest johns just for doing what the decoy asks, specifically drive to a location and meet her there. This shows intent to solicit and is enough to warrant arrest and prosecution. If you don't go to where she indicated, you supposedly can't be arrested, although they can still pull you over and harass you.

That brings up #4: DON'T be supid and be under the influence of drugs or alcohol. They are just as happy to nail you for those things as well, so don't give them any opportunity. Also, be careful when driving to follow all the rules of the road. Any excuse they can find to harass, they will use. Don't give them any.

Fifth, when the girl gets in she may want you to prove you are not a cop. Common, don't know how legally protective this is but a real SW will be made at ease by you showing yourself. Make sure you touch her as well. This should make this easier.

As for what can happen, in a sting, LE will arrest you. Most likely throw you in jail until you can bail yourself out Bail usually 2000 or 200 bail bond fee. You will need an attorney to fight this shit but most likely will lose. There are a lot of cases most get pleaded out without a trial. Fines and classes are required. Your car may be impounded, SDPD has been doing this. As you can see from the posted article, you may get your name and photo in the newspaper if youare in other cities. So becareful.

If you just picked up a girl and she is not a decoy, there is a chance you might get pulled over, very slight. In this case it is important not to be DUIing, or other offenses. LE may talk to you, pull the girl out, but always say you were giving her a ride, she was going to show you where to drop her off. There isn't much they can do as long as they don't catch you doing something.

Finally, watch carefully the cars around you and get away from the pickup scene as reasonably quickly as possible. Take side streets if possible. The key is DO NOT draw attention to you or your vehicle. Find someplace quiet and secure and have fun.

Had a couple subpar experiences I thought I'd share. Didn't know better at the time, but maybe I can save your hard earned dollars.

If you had the time, scope them out when they go back to work and follow them on foot or in car (from a reasonable distance). It will discourage other guys and hurt their biz.

Take pictures of them (or pretend to take pictures) from across the street. Make sure they see you. It will bug the hell out of them. Make sure you don't run into their pimps unless you feel you can handle them.

(my favorite) Go to your local grocery store and get a dozen eggs, some tomatoes, and maybe some flour. Use your imagination.

Last, but not least, make an anonymous call to authorities and complain about the prostitutes and pimps in the area. Tell them you can see them as you speak running through traffic. Tell them there seems to be a big fight between the girls and some black guys. Give a good description of the girls. Payback is a *****. If these girls don't make a certain amount, their pimps will take care of them for you.

I guess you should never go to a girl's room unless you know her. It's too easy for her to cry wolf and kick you out.

Went to this mp on ECB directly west of 805 yesterday. Can't for the life of me remember the name. Happened upon it looking for a change as I've been hitting the same 3 or 4 places lately. It's always nice to find new ones but it can be a pain going through the old pull the towel, place the hand trick. You should really learn to watch for LE. Especially if you're going to cruise the track or egg someone. I'd rather narc on a couple of ripoff sw's than let them rip more people off. Now getting arrested for terrorism or hate crime? I'll take that as a joke. Been there, done that; worst part is spending the night in jail only to be released.

Overall, your advice is the best, I admit. I was just implying that payback is a ***** if executed properly; that's the fun part.

The last time I went to Tijuana the two evening out of the 4 days.
