All the bill does is expand the definition of prositution to include someone who touches the unclothed genitals or anus of another, and someone who allows another to touch his unclothed genitals or anus to sexually arose or gratify for money. So under the law, both the masseuse and person receiving the service can be charged with prostitution by engaging in the aforementioned conduct. Unless the law conflicts with a federal law or is unconstitutional (which I don't think it is), I don't think anyone will have grounds to successfully challenge the pending law. Just my 2 cents. What will be interesting to see is what mechanisms law enforcement will use to enforce the law once effective.
