Also, if you post from an public wifi your IP address will be different than if you post from your home account.

An ip address is assigned every time you join a new network. Taking a laptop or cell and join a wireless network at a hotel, mcdonalds or a friends house your ip address changes everytime. It your externl ip address that changes not necessarily your local ip. I do this kinda of stuff for a living! Over a decade and still that damn good!

The IP address changes depending on the network you are connecting to. It's the MAC address that never changes. That's your device's unique identifier.

Your IP address ALWAYS CHANGES no matter where you call home and no matter who the provider is! All service providers use DYNAMIC IP addresses in today's world ie for security reasons. The only exception to the rule is if you have requested a STATIC IP address for business reasons or have a multiple IP package for business reasons and have your own router and or server and you are providing your own firewall and security! OTHERWISE as a individual or just JOE PUBLIC they are always DYNAMIC IP ADDRESSES! ESPECIALLY at hotels coffee houses and other public access points!

With internet protocol addresses its the same, you can change wifi locations and the Dynamic Host Configuration Protocol will do the IP assignment for that area of wifi pool numbers and dedicate it to your pc, laptop or whatever. But your device will always be recognized by the NOC. The wifi locale changes and uses Network and Broadcast addresses. Your personal device can link to that using that DHCP superset but it will recognize you as the user / owner of that particular device. The hardware is set and can't be changed. It sounds to me that if Backpage wants to know if a bunch of different IP addresses are coming from the same computer they have to ask the owner of the DHCP for the matching MAC address (and only your personal ISP is going to be able to match your MAC address to your personal account). The DHCP is probably owned by the different service providers involved, each of which will tell Backpage that they would happily comply if they would just get a law enforcement agency to make the request. LE couldn't be bothered unless there is an arrestable offense involved for them to put a notch in their proverbial belts.
So this is all very technically enlightening and may be of practicle use at some time, but not now.
