Unfortunately the long term effects on these babies can be very bad. The can develop many mental issues, poersonakity disorders and behavioral issues. I know a child of an addict that was taken awaway from Mom, that child randomly gets violent.

I know 2 sisters who had a mom who did crack and alcohol while she was pregnant. The sisters are now in their 20's and neither was has been able to work any kind of job. They are both on disability for life. They are however able to have kids so they have done that. Bigger check now. Thew mom has passed away at 46 due to organ failure.

Breaks my heart to see a newborn suffer from the sins of the mother. It follows them their whole life. Sometimes not so severely and sometimes dramatically. Breaks my heart.

There is some data that "crack babies" who are taken from the mother and raised in a good foster or adoptive care situation actually show significant IQ increases, but I don't doubt that they are still at high risk.

Interestingly there was a third sister that was fathered by a respectable john who I knew. She's completely normal and holds a good job. With that being said yeah, I think trying to hold a provider to a statement offering a discount a year later is ridiculous. I think a month after the fact would be ridiculous.
