You would have to actually see it on a map but generally everything south of Sahara is county, not city. So most of vegas's MPs are not affected by this as far as I can see. Also, the closer you are to the strip or if you're in "China Town", the asking price will be higher with more negotiation. Both of these situations are used to taking advantage of visitors who don't know any better.
