Chances are during the "waiting game" she's with a client, hence them going "silent" since clients don't want them on their phone on "their" paid time.
I used to be ticked off too until I learned how BP worked. Its actually common sense, if 1 BP provider is desired by 2 dudes, she had to play air traffic controller to make it work, and many times someone will be in a holding pattern. Her only choice is either rushing the current client (which hurts repeat business) or denying other clients at the risk of them not showing and losing potential donations.
Tl; dr Don't hate the player, hate the game.
