Frank McCourt was a Maryland state senator, who disappeared decades ago during a legislative session and turned up discovering himself in Nepal! Luskin and McCourt later were in the process of redeveloping the Baltimore Fishmarket complex -- where the bars and Port Discovery are located. They sank millions into the project but failed to pay some small amounts of taxes and fees. Without them paying any attention, the city sold it at a tax sale. The McCourt/Luskin partnership had something like six months to pay the overdue amounts -- with interest. They failed to do so and a bunch of investors took control of the building and sold it to the city at a great profit.
