And oversimplified these individuals relationships to the providers. Those individuals can probably be roommates, handlers, boyfriend / husbands or just their general protection among other stuff. To give an example lets say provider is a drug user. A scenario you can get into is just did drugs either voluntarily as a drug addict or forced by a handler to control her so she keeps seeing clients. She could be unresponsive. Not everyone is going to get a woman right after she did drugs. Another timing situation is when you contact her things could be slow that day and she needs money for drugs/food.
