LEO can arrest anybody for anything. They don't even need evidence to arrest you. They don't necessarily need hard evidence to convict you, also. Just a little bit might be enough for them. I'll tell you how this works:
Prob about 90% of all convictions are done through plea bargaining. The DA offers you a deal when you go before the judge during an arraignment. The judge tell you to either take the deal or go before him during the trial. He will tell you flat out that the deal is a one-time thing. He will tell you that if you are found guilty in his court, he will nail your ass to the wall for wasting the county's time.
A first time prost charge can carry a sentence of up to one year's time in jail, heavy community service and some substantial fines.
So, the DA cuts you a deal with probation, an AIDS class and some fines if you plead out. What do you do? Risk having some little old church ladies (your peers, LOL) on the jury hear your case and hope they'll find you not guilty. As soon as they hear that you contacted an escort, that's all the info that they need. After all, being on the jury that day caused them to miss bingo. They're already pissed at you!
Also, gasp! LEO has been known to lie before to get convictions. "Yes, your honor, we swear that Mr. John told our little missy that he would give her a hundred dollars if he could fuck her in the ass. We would play the video but it seems that we had some technical difficulties that will not allow that. But, you trust us, right? After all, we're police officers and our word is gold; isn't it, lil old church ladies?"
