[blue]Heroin is an inanimate object by itself it is neither good nor bad. Before they made it illegal there were tons of functional addicts in the US, they had jobs, they raised families, paid taxes and a couple times a week went to the drug store for some laudanum. If they decriminalized all drugs then the drugs that are available would have known potency and nobody would be ODing from it.
If you really want to know what the US should be doing just look at Portugal. We won't because too much money ends up in politics and they really don't care about junkies dying, but addressing it as a public health issue is the only real solution. The war on drugs is an abject failure.
