I believe that is the one that used to be Lavender, located on the mauka side of Rycroft Street, just ewa of the Sheridan Street intersection (nearby HMSA and WalMart). Another member reported they were open during the recent blackout, and saw girls sitting outside in bikinis.

Personally, I would think that ALL providers would allow DIY service. I can't think of a reason why they would refuse.
