Misconception about files
The files for weeks at the beginning of the period are underestimates, but eventually, say 8 weeks later, these INTERIM FILES are updated. February and March, as examples, don't permanently stay in lagged status. Your little arithmetic argument is off.
When you look at February and March files IN DECEMBER, they are close as possible to 100 % correct.
