In the example of Pink versus GQ, there could have been probable cause that a provider working there may have been possibly illegal or even suspected of drug trafficking, whereas GQ had properly documented workers and no hint of any other illegal activity, or when the undercover officer actually went there as a customer, the provider tried to solicit services that could have incriminated herself, whereas the GQ girls were more savy and didn't fall into the LE trap. I have also heard that LE would probably investigate complaints made by some disgruntled customers or perhaps even special interest groups such as PASS, trying to disrupt business at any given AMP.

Also, regarding Aki, I wouldn't expect her to up and leave, but she did tell me the same thing when I visited. Well, I asked about her leaving, which she confirmed. Doesn't mean she's flying to the Eastern Seaboard.
Again, LE is stepping things up, as I understand it, because of pressure from activist groups. If you look at the legislative track record for the past two years, you'll see bills being put forward that specifically target "demand," the idea being that mongers perpetuate "slavery" and sex-trafficking (Kathy Xian's terms) by providing the resources for its continuance. If we all stop mongering, the commercial sex industry will go out of business. It's all about money, after all.
I honestly think that the increased LE busts, if they're happening, are along those lines. Police are doing "knock and talks," where they question girls (and mongers, if they're around) to obtain info for future raids. We'll see if any arrests or headlines are made, but the activists pressuring LE to chomp down on AMPs aren't going anywhere. It doesn't matter who is in office. And don't forget that some of these places are owned by pretty influential folks, like Hawaii Reporters multiple stories about Rick Fried's management of 350 Ward. Media reports like that can put a big target on your back.
Finally, as for why some places and not others, there is always the argument that certain places forgot to pay their taxes to LE! Seriously, though, I think it is a matter of "actionable" tips. Who knows what LE is being told by Xian or community members? All it takes is one loudmouth be* to raise suspicion.

They are usually looking for immigration violations, drugs, or seeking publicity during election years.
