She is a scammer IMHO. She appears to not want to meet before payment (even while paying just for dinner / conversation) and wants an allowance. I was blocked when I stated: I am careful. I do not send money prior to meeting in person, and I do not pay for simply meeting (other than a dinner and perhaps a money to cover extraneous expenses perhaps (obviously in a less direct manner).
