I've personally never mongered DC or Alexandria but I can tell you from reading their forum sections that Route 1 just south of Alexandria is strolling ground as well as K Street in DC (best times seem to be early morning, about 5 am). I expect SW numbers to be extremely low this week as we get the coldest blast of the year, but when the weather gets back to around 40 degrees, they'll probably be out again.

Driving all the way to Baltimore is skipping some good mongering in the DC area entirely. Only thing about K Street in DC is that the price is higher, but the quality of women seems to be generally better. Of course, there are other strolling areas in DC but K Street seems to be the most popular. Save yourself some gas and just read the forums.
