There's got to be a shopping center or something on Broad right before City Hall no? I checked out the area on Google maps and see that there's a CVS, Dunkin, Target, Whole Foods, etc right before Vine but have no idea if these places have parking lots or the typical street parking which I don't want. I don't mind walking the mile to City Hall.

Philly is mostly a drug town, not people attacking you on side streets. Also, it's a reverse crime situation in that the stereotype is crime happens at night, but in philly it's early morning. You could walk down the street naked at 1 AM in the worst parts and everyone is asleep.
