As people have mentioned before I believe she is Belle from kcupcake. She had a few tattoos, one of them is on her nape though it look a bit faded probably from a failed tattoo removal. She looked tired from the first moment I saw her and didn't really look like she wanted to be there granted there were a few smiles but they felt contrived.
