Cartels they purpose to be are of Mexican origin. Women at that spot are Dominican. Very different cultures. Only similarity is that they speak Spanish. And Mexican Spanish is a little different than Dominican Spanish. As one who grew around the culture in a diverse city, they don't get down like that.
