I think one thing that happens is when you scan Balt EB, we're already familiar with which ads are fake or have very inaccurate pictures. Look at the activity on the escort and SW forums. Phila and DC are much bigger markets, but there's more activity (and higher quality activity, IMHO) on the Baltimore forums. That may not exactly be PR material for the city, but that's not what we're here for.
Look more closely at the Philadelphia and DC / NOVA EB ads. IMHO, they are no better, probably worse.
