When the palms is facing the gesturer with the fingers upwards, it is meant as an insult: two finger salute. These days, especially among the young, the sideways/diagonal two finger salute often symbolizes either a comical/ignorant attempt at a "peace" sign or a farcical stab at gang signing.
Last I remember from my younger days, including Woodstock, is the Peace Sign was the two fingers with the palm of the hand showing with the thumb holding the third finger down. And it was always straight up, not sideways.
