I think a lot of it has to do with the fact that they're in such demand. They can literally, be texting with a half dozen guys at one time. So, they get confused as to what they've said to each one. They also seem to have issues with time management. Yes, it sucks to be on the receiving end of a NCNS, or radio silence, but it happens.

Perhaps give her a try again on another day and it'll work out. Another thing I've noticed with these types of personalities is that they usually get better at keeping appts if you've seen them before.
