I think this gets confused with a similar situation, where someone actually presents themselves as a cop (by saying so, wearing a uniform / badge, etc.) during an interaction with you, you do have the right to ask them to verify by showing their government photo I. D.
And in Mass. , the crime for solicitation is in the agreement, it does not require any physical contact, or even money changing hands. Think of it like how conspiracy is a crime even if the conspiracy fails or never gets carried out. So once you've made the agreement, the cops will nab you when you show up at the location.
