The double listing by the few bookers who do it are intentional. It is meant to increase the likelihood that that particular girl gets more business, plain and simple. As for who facilitates the arrangement, I have no clue. In the end, it doesn't matter though who pushes for it. It's a deceptive tactic meant to prey on unsuspecting mongers.

So anyone resorting to constant rebrands or double posting; I would assume. Is not very popular.

The booker may not know if she went by any other name, only what is communicated to them by the girl / owner. In addition, the booker doesn't know who you've seen in the past from other bookers.
Personally, if I see double listings, I just avoid the situation entirely. I'd rather not risk wasting my time and energy if there's a good chance I might have to walk out. Saves everyone a headache. Also, it might also dissuade the bookers from continuing the practice (similar to rebrands).
