The only way to accomplish that is to pull the battery. Then the phone is a brick.
IF you keep your phone on, but silent or in airplane mode while it is at your primary residence, the location info might be used to I'd the real owner. Had to dump a prior phone because I "googled" the number using Mr. Number and found IRL info. So just saying.

Can the typical SO do this deeper level of "tracking?" Maybe. Could she hire someone that could?
