Based on the Captain's reports, he visited Royal only one time after it reopened. He took only one, and they should have 3 more left. Mamasan might not have checked all rooms, or she might not even know what a Shoe Horn is because of the language barrier.
You could also look for that old homeless guy who was asking for a handout from Captain. I think the same old guy was asking me for a dollar last saturday afternoon. I guess he is there all the time. He can sell you the Shoe Horn at a very good price ( Collectible item) and use that money to buy a BBBJ from a Royal girls.
