From what I know they are so busy, they only respond to complaints. They are pretty active around the Cobb Parkway area. If you have an older model car, they will pull you over for anything in an attempy to snag someone with a warrant or expired license. They will typically get involved if there are a lot of complaints or someone is a victim of a crime related to pandering. They do have programs to try to assist as you mention. These PDs only have so many resources. There has to be a lot more to this story than we know for Roswell PD to throw so many resources at this case. It is the soccer moms, the LMTs, and other do gooders in the city that started this a couple of years ago. Watch the town hall meeting they had, someone posted the link here a year or more ago.
