Or it did work about a month ago. I see no reason anything would have changed in that time period.

I think the point of the OneVanilla card is that it IS a card that can be used outside of the country. Other cards when you read the fine print state that they can not be used for international transactions.

The key is to "sign up" or activate the card before trying to use it with SA. Make 100% certain that the zip code you use with the card matches the zip code you used when signing up for SA and that if asked during the sign up process, use the zip code you used to activate the card.

At least that is my experience. Perhaps others can share theirs?
