Like you said if they won't take a chance you don't take a chance. I have found old tech like a good ole fashion phone call is easily a good way to gage if someone going to try and pull something stupid on you by reading their voice inflection, how they speak, or if someone else is there with them.
A photo doesn't provide safety, it provides evidence. Banks get robbed hourly and they have tons of cameras. A photo doesn't protect them, but does help in prosecution. A phone call is a critical part of my screening process. Listening carefully for background noises.
