I doubt it will stand an appeal. It's a civil judgment, with 'hooker' testimony, no criminal or tax charges to prove the origin of the cash.
I'd also guess the cop admitting he had sex with one of the girls benefited financially from it, bribed by the operator, to avoid those charges.

I've been to Tui Na a few times. The quality of the massage varies dramatically, depending on which girl you get, but they all give a decent HJ. If that is all you want, then they are definitely worth a visit.
That being said, I have also found that FS is available from one of the ladies there once she gets to know you. However, I honestly cannot recommend her.
