Far be for me to dispense advice so I am not even going to try but you should acknowledge that most of the SW's live in an informational void. It's not like they are watching TV or surfing the Internet so as a community, they are among the most ill informed in all of society.
Case in point, I hit K Ave mid week and ask the SW sitting in my passenger seat what is the word on the street regarding the Corona Virus and she had heard of it? In return, she asked me if the Chinese government is engaging in chemical war fare with the US? It's a sample size of one so I don't put too much stock in her comments but I will tell you that she wasn't going to stop playing the skin flute to do her part in social distancing. She is, above all else, a drug addict and she will do what she has to do to get her next fix, Corona Virus be damned. Markets work on the basic principle of supply and demand and I would venture to guess the supply side (SW) is there and the demand side (mongers) will diminish so for the bargain hunters will have a field day. Sad to say but that's my prediction.

Addicts aren't going to change behavior. If they could, they wouldn't be on the ave.
There's no question in my mind that obsessive behavior and addiction plays a role in some / most monger behavior as well, but we won't have withdrawal. Yes. There was always risk to this "hobby", but that risk just went up, and I think that most of us are capable of making reasonable risk management choices that mitigate the current situation.

Less mongers overall. Those that do remain will be looking for bargains, more mileage for less money. That means a surplus of desperate addicts which means the chances of being set up will increase exponentially as does the chances of violent altercations. Regular civilians are fighting over toilet paper and bread. What do you think the denizens of the stroll are going to be willing to do for their habits. Also consider that there will be less traffic and normal people on the street to use as cover to blend in with the crowds but still the same number or more of Uncle Leos out and about. Although with more people staying close to home they might be dealing with more domestic disputes. That would also mean LEO might be more pissy, less tolerant or looking for something less annoying / dangerous than domestic disputes to tie up their time. In any case, too unpredictable and higher risk than would be acceptable.
If you really have a need to go out look into a high mileage strip club or bookstore since its going to safer than the street. Probably won't find any "bargains" that route but less likely you end up hurt, killed or robbed. That being said, curiosity still might get the better of me just to see what the lay of the land looks like and a sight seeing tour might be interesting of the current situation.

About 45 Americans die with hiv every day. 1. 1 million walk around hiv positive (and a great percentage are drug users.) there are probably 99 other higher risks than covid19 lol

First, HIV can be stopped with a simple condom. This can't be. HIV, and the others, aren't spread by moisture / touch. The issue is that over 15% if affected people will be in ICU, and if people engage in high risk behavior, more are in the ICU, more are exposed, and more will die.
Stop rationalizing. Watch some porn for a few weeks.

It also provides cover for my mongering habits. My clients have requested that I stay away, employees only for now. That takes away my proximity to the stroll and the necessary cover from my domestic situation, I am out of the game until further notice.

I you're going to see more SW's Then ever before the reason I believe you always had that group that was on the fence about doing this maybe because they had someone helping them when needed or they had a part-time job or some other reason or source of money but now with everything closing up people out of work they may now cross that line for no other reason but they have no choice.
I don't get down there much except when visiting family but Saturday night on my way down stopping at the light at Aramingo and Allegheny there was this One on the corner when I looked over she was staring right at me with the biggest smile she was the cutest one I've seen yet down there short blond hair beautiful face about 510 511 look like I had a killer body but she had some type of long sweater jacket on so hard to tell kept staring and smiling like what the hell are you going to roll your window down or what Unfortunately I couldn't do anything as the light turned green and I took off she kept smiling I nodded and approval she did the same and that was it hope someone got lucky with that one.

If you read the CDC, this is largely harmless and all over the world, only the sick and very old die. I am for spending whatever it takes to protect them, which is much cheaper than closing a whole nation for an unknown period.

Giving an addict money that might harm them still involves free will by the addict, and the underlying issue is the addiction. You can have legitimate moral debates about the efficacy of such "donations", but it's certainly far different than engaging in high risk behavior during a pandemic that can spread to all communities. There is a rather dramatic difference in scope of impact and those impacted / free will.
So instead of rationalizing your addictive behavior, follow advice by the WHO, local, state, and federal governments, the cdc.
