I know for a fact that it's the girls who determine the change from the regular price. Just look at the various rates. Some of the better girls charge less than some of the not so great ones.

Lakangels just popped up and are the sister org of Seattle Kangels, which is also part of Bay Area Sam's empire. SweetAngels in the Bay was sort of a spin-off with a girl who work for a Sam org for a while.
