You aren't getting rid of the source of the problem, so there really isn't any progress being made. You can keep coming back and throwing a bucketful of water out of that river every few days and it end. The addicts need to be treated. The thugs need to be arrested. People need to have faith in that their law enforcement will uphold the law without throwing them under a different bus. I know, your hands are tied. Everyone has responsibilities. This is a social problem around the entire nation, not just here, and we're just going to be throwing buckets of water over our shoulder for the next 500 years if we don't get our acts together.
