Here is the 411. After bugging SA CS I found out, once a person is banned, they can signup for a Free SA Account.
Once Banned on SA, SA will not allow a banned person to upgrade to premium.
This was my case. After being banned, I made a new SA profile. I could browse and oogle over woman on SA thru the Free account. But once I tried to purchase a premium account. I was banned again.
Apparently I am such a bad person, SA does not want my Dirty Money.
Legally, SA does not want to be shut down because they are supporting an illegal activity.
