The system assumes that every sex worker is a sex trafficking victim. The punishment for purchasing sex or trying to purchase sex in Canada ranges from a minimum $500 fine up to five years of imprisonment. This is a national law applying to all of Canada.

If you want to go somewhere that it is legal (or at least quasi-legal), go to Washtenaw County. The the refuses to charge anyone for any consensual sex work (seller or buyer).
It means the county prosecutor won't pursue charges

Essentially he's not going to pursue charges against sex workers nor their clients who are of legal age and engaged in consensual sex work and not involved in any other illegal activity. So the police won't bother chasing this down because it's not going to lead to convictions.
It's entirely possible under this policy that a police department could decide to run a sting for johns, but so far that hasn't happened and I don't expect any local LEO to start.
I suggest you read the policy directive and draw your own conclusions. I, for one, feel rather comfortable engaging in this hobby in Washtenaw county.
