Other countries have done the same. This protects the provider from violence, extortion, rape, etc.
In this method of law enforcement, performing sex work is either legal, decriminalized, or not prosecuted. Patronizing, pimping (managing), promoting, and soliciting still is and may be pursued more aggressively. Changing the law or enforcement of the law in this way allows a person being pimped, beaten, or trafficked to call the police without the fear of arrest. It essentially turns all the providers into instant state's evidence. As they should be, the assholes who rob providers or force them into more than agreed to are now easy pickings for the police.
What makes this extra dangerous to honest mongers is the potential for false or inflated claims to easily be made against a client. Simply piss her her off, or she gets annoyed after the fact by the low rate you negotiated, and she can call the police on you with no worries. You have committed a crime just by agreeing to a sex act for money, she hasn't. She can also easily claim you've hit her or tried to rob her.
