A "savior" of sorts, and his story.
For almost twelve years, from 1990 until the latter part of 2001, I used to "draw bloods" and cultures for a "house" located in Wynnefield. I became friends with almost all of the girls there, and in that entire time, only two tested positive for an STD; one chlamydia, the other Hepatitis "A". Which was reported to the proper authorities, and precautions and notifications were taken. There used to be a MONTCO physician who oversaw the care of these "women of the evening", he has since retired. He also cared for many of the women who spent time at "Dxxxxx's place". The M. D. Was actually an OB / GYN who used to monger. He performed this service from the early 1970's until around 2003.
I've been out of that loop for quite some time, but I remember that another paramedic from the area used to collect the labwork for the women at Dxxxxx's. He also cared for their health in general, and when the occasional pregnancy occurred (not usually the failure of birth control) , he either delivered the child, or arranged for the other option to be performed; all with little or no cost to the girl.
He also supplied the various medications necessary for their health needs, within reason. I don't think that he ever turned anyone away, either. One other thing, if memory serves, many of the girls came out of either the Carolina's or the Akron, Ohio region. I don't know if this is still the case. There was one girl, a "thirty something" brunette named "Vicki" who worked at both locations; she was very special to me, and became a good friend. I can see why CJ remarks about marriage plans on occasion.
The houses paid a small fee for the collection, and the labs were taken to a hospital lab about 60mi from the city. I am certain that the authorities in the city were aware of this endeavor, as I understand that neither location received frequent "special attention" from the authorities.
I hope there is someone who took that physician's place, he made things safer for all of us, and improved the lives of at least a few of the women whom society spurns.
He once remarked that he had considered placing "contribution jars" at area convenience stores to gather funds to expand his abilities. I don't believe this ever happened.

Has the K gotten worse over years?
I started back in the 80's and never had any problems. No problems with LE or the girls. Back in the day, I always cruised at night, usually around 7pm or 8pm. The girls then were usually decent-looking, had ok attitudes, and didn't seem so strung out on drugs. Never a problem when I proposed to take them to my house, in lieu of a car date (which I never do). The K seems much different now, much worse now in every aspect. Maybe I'm just more careful, but I don't go there anymore. It seems a shame to me, because it used to be a good thing. Maybe it's still a good thing and it's just my aging perception, I don't know. Are there any other old timers still out there? Does it seem worse to you too? I'm just not willing to take the chance anymore. Too bad. I have some great memories of the K.

I don't remember the LE activity as it is now. I remember that there was activity in Philly beyond just Kensington. I remember in Center City near 13th and walnut the girls (Not trannys back then) used to reach in your car and give a little feel. But they were looking for a loose wallet so it had to have been secured ahead of time. South Broad between Washington and Snyder also had quite a bit of action.
