Yes it is safe if you take the highway but your car insurance is no good in Mexico as well as rental car. You can and should stop at the border and buy insurance for Mexico.
Great drive down but I would not travel at night for safty reasons. Insurance is a must in Mexico!

Yes with right insurance. What I am saying is just because you rented a auto in the USA, do not think you are good to go in Mexico. Make sure you are insured and enjoy.

If I come back early in the afternoon, should I expected a long line at the boarder getting back to US? What do you guys use, passport book or passport card? I need to decide which one to get.

Thanks[/QUOTE]Actually I use my DL. I have a passport card but it is not being enforced. Best to have a passport card though.
If you mean at about 1pm ,no. If you are talking 3-5 maybe 30 min max.

Most US car rental companies prohibit drivers from taking cars into Mexico.

Why not get both? Keep in mind that the passport card is only valid for North American border crossings and not international travel.

A passport is a better value if you intend to travel overseas. You can also use a enhanced ID or Real ID drivers license. The enhanced ID allows a person to cross the Canadian or Mexican border. California has not start issuing them I believe.
You can still cross with a birth certificate. The customs service still let's people cross with a birth certificate. I have crossed with a birth certificate with no problems. Crossing the border on foot is the best way. Usually the wait not to long, but weekends and evenings are longer around 5-6pm.

What is the overall safety these days in Tijuana? I was in SD about 5 years ago and took the train to the border and had a great time. All I hear about now is peoples' fingers getting cut off to empty ATM's and such.
