I went to Harmony for the first time in awhile the other day. Asked for glasses and was told yes, then post shower the old lady picker came in. I'm just done with that place. I don't know why there's usually a good and a bad one but it seems to be the norm a lot of places. I'm done playing roulette and getting stuck with a horrible massage that I wasted my money on.

They do not have to put every piece of evidence they acquire into a report, because vice squads and officers (as well as all of law enforcement) will sometimes (or more frequently, depending on the officers or department) engage in parallel reconstruction. That is to say, they might illegally acquire evidence which leads them to a certain person, and then use a questionable complaint / reason to launch an investigation and gather the "official" evidence.
If this is done to an AMP they don't need to put into a report that a cop was reading these boards from his home computer. And complaints can and do get manufactured. It may not be frequent, but it does happen. Cop knows someone who knows someone who goes into the place. And then there's a complaint.
They can gather whatever they can gather within the law; but just because it can't go in the report doesn't mean they don't use it.

There is no special way to 'behave'. Hell, how many guys on these boards can or cannot get service doing everything 'right'? The cops know what to do and what not to do.
If a cop reads from his home computer all it will take is 1 defense attorney 1 time to get curious and subpoena his home records. There goes job, pension, possible prison time for perjury, etc. It isn't worth the risk for them to do it, all for a prostitution sting. If the cop is dirty enough to cheat the system then he sure as shit doesn't need these boards, all he needs to do is lie about her touching him and that is it. She gets arrested and he looks like a great protector of the masses. In other words, good cops won't use these boards because they can't, and bad cops don't need to use these boards because they don't care about the truth and just make shit up.
The cops do not need us because they know more than all of us. They do this as a career, for decades. They get paid to work in this environment 8 hours a day or more. They interview hundreds of johns, escorts, prostitutes, everyone. They know where every single massage parlor goes up before it goes up, as they probably get business forms from other parts of the government. Then they see who owns it and how many times they have been arrested. So even before the first post is made on any forum anywhere they know who will allow what.

Basically if she touches dick or balls they have her. If she sticks her finger up an ass they have her. They don't get bonus points for her doing more. It is prostitution no matter what, and only a class A misdemeanor. It becomes a class 6 felony if she has been convicted 2 times before. (other states have different laws, so what is here don't mean squat 50 miles east) What is important to us is the section in 35-45-4-3.

As for your other legal analysis, I think people should be as paranoid as possible, but also understand a simple thing: The illegality of a sex act under that code is always dependent on the prepositional phrase "for money. " Otherwise, your wife, girlfriend, gay lover, one night stand you met at a bar, etc, would always be committing a crime every time he / she touched you.
