But the two should never be mixed, in one sentence, in one conversation, or with the same number.
That said, if you want to pick one thing to talk about, pick the rates. If you talk about activity, you easily set yourself up for entrapment:
You: "Do you do BBBJ?
Cop: "I can do BBBJ for $100, are you ok with that?
You: "sure. " -- you got your solicitation charge set.
Or.
You: "How about $20?" -- you got your solicitation charge set.
Or.
You: "No, no money for sex. That's illegal. I have my kinks and just like to know what you are into. " -- stupid but not illegal.
A cop will not have sex with you or touch you. They will try to get you to commit to sex for money for the solicitation charge instead. So do the deeds first and you will know you are not in a set up. If you want to be perfectly gentleman like, you can ask "May I touch you?" first so you don't get a sexual assault charge on a undercover cop.
But really, do your research first. Breezy is well reviewed here and you really have no need to talk about activities with her.

I have canceled appointments when a girl states rates and then follows with please bring a raincoat. I am very careful. I would rather waste money instead of getting arrested.
I agree with asking to touch the girl first. I like to hold out my arms like I would like a hug or I ask if we can hug and kiss and then we fondle each other before I pay. Yes I do like to finish before I talk payment and pay but I realize that usually does not happen.
