There's a lot of mongering information I'd like to put here in terms of casa de citas and other fun venues. The major problem is...all of you are not really rookies and you know as well as I do that LE, Vice and anti-hobbyists are always lurking to look for intelligence to combat this hobby.
I'd love to start a dialogue off-board via PM or email but that still puts me, other hobbyists and the service providers in harm's way.
I don't know what the solution is.

Being labeled a sex offender by engaging in prostitution can and does happen to a lot of "johns".

We also made many arrests sneaking up on johns who were getting BJs in their car. All in common--these were 647(a)PC violations. It was not uncommon to arrest lawyers, physicians, white collar people with families.
In any instance, about 90% of these defendant/victims would fight the 647a PC charge because they could be required to register as a sex offender.
in theory if you are caught in the act within public view thats anywhere where the gestapho law declares that one has no privacy usually anywhere other than your own house , hotel room or a private residence and you are observed having sex, then you can be labeled a sex offender because you choose to have sex in public view. i personally don't consider a dark alley public view but what the da always brings up "what if a child were to walk by and observe the activity?" when i was with my fto we caught numerous people at the lake in the park going at it and never busted them just made them leave. but i knew other guys that like to bust them and forward the report and see if the da would prosecute. my fto stated that more than half if not all the cops would be labeled a sex offender if they went back on their history and actually told the truth when hired, he himself stated that he was guilty of it. once labeled a sex offender you are screwed as the laws are getting more strict as to what constitutes a place where children gather and the distance from that point that a sex offender can live. in some areas the offender has to the leave the county or city to comply with the law.

Most misdemeanor complaints are handled by the Los Angeles CA's attorney--including prostitution. There's an exception. If the cops want to fuck some monger by fucking his life up as a sex offender, these ass holes will send it to the District Attorney's Office and make up shit or exaggerate that the john was getting a blowjob in his car, near apartment complexes, near a school, near a store that sells candy and merchandise for kids. All kinds of nonsense to create a sinister scene where now the poor monger is painted as some diabolical weenie wagging fiend, giving free public sex shows.
It's ludicrous. But in any event, the complaints are sent up and depending on the current political temperature, you either get a DA reject (blue sheet) and the complaint is sent back to the City attorney's office. Or you get a DA filing and then it's your ass and reputation on the line.
It's a dangerous hobby and I'm sorry it's the way it is. It shouldn't be. Especially when more than half the cops I work with and the vice guys are all deviates and have engaged in prostitution. Fucking hypocrites.
BTW. I'd love to give some info on safer venues like latina casa de citas but this forum is not secure. I'm sure some of the PMs and posts are genuine and from normal dudes just trying to get a nut without being nutted on.
If any vets can suggest a secure way to share info like this, I'm open to suggestions.
Training Bulletin #2
This is your next installment in twisted LAPD Training Bulletins. Today, this training bulletin will educate you on LAPD prostitution stings in a street setting and then massage parlor/aromatherapy parlor.
First a few thoughts.
*Keep in mind in any prostitution sting, the cops are always thinking "officer safety". This is a mantra they repeat over and over which is why a lot of the weaker minded cops develop a siege mentality and treat citizens like shit
*Keep in mind the cops will do their best to document the sting by video, audio, etc.
*Keep in mind the cops will say and do things to engineer you to give up the "violation" of 647a/b PC. They need to show you completed certain elements of the crime such as intent and overt acts.
THE STREET STING: The police will review their vice logs, vice book (catalog of all prostitutes arrested), citizen complaints and patrol complaints. They vice officers will act upon the conglomerated complaints by a day or two of stings to hit the johns. The point is, they want to let the public know that a bunch of johns went to jail which is supposed to be a deterrent.
Don't be fooled by certain nights being "vice nights" or certain times of the day. The stings will occur any day, night or time but mostly focuses on the most statistically high level of complaints; which is why most appear to be in the evenings and weekends.
The decoys they use are not always sworn officers. Some are civilian police workers, non-sworn reserve officers and police officers loaned to them from other agencies or divisions of LAPD.
The decoys are female and asked by the city attorney not to dress to trampy. But I've seen more than a few that dress to the point of entrapment. The next thing is, the Vice sergeant will take a photo of each decoy and store it for use in complaint filing against the "johns".
The next stage is a briefing where the decoys are told NOT TO ENTER any "john" vehicle. This is for certain. In my experience in L. A county, no police decoy will ever enter your car. The reason is the officer safety issue but also there is electronic recording equipment that will not work properly in the vehicle. The decoys are reminded what elements of the crime to look for such as. Any act of sex (masturbation, exposure, acts that are lascivious and intended to arouse, FS, BJ, HJ, etc) in exchange for anything of value. That thing of value can be food, jewelry, money, drugs, a ride to her house. It's fucking ridiculous but if the cops can articulate the reciprocation of value aspect, you are fucked.
The next stage is the technician geek handing the wireless monitor to the decoy. As big as LAPD is, their equipment sucks dick more than the prostitutes on Fig. They use 70s, 80s era "body wires" that run between 151-154 Mhz, VHF. The range is line of sight which is why they don't want the decoy to get very far or into a john's car. The transceiver is hidden in a purse or fanny pack that the decoy wears. The microphone is tiny. About the size of 4 ball point pen tips. The microphone is not wireless. It is attached to the transceiver by a thin wire. The microphone is hidden in a knot on the purse strap closest to the decoy's shoulder.
Recently, some of the Vice officers have access to some small upgraded body wires which are disguised as pagers or small cell phones. The decoys will try to wear the items in the front. On the belt under their belly button or hanging on a necklace near their chest. This allows optimum recording.
Next. The male vice officers are instructed to keep an eye on the decoy. They are ALWAYS just a few feet away from her; disguised as just regular people hanging out. Some will stand by a bus stop, push a shopping car up and down the street, try to appear homeless--I emphasize "TRY", and others will sit in their rental car parked next to the girl.
The undercovers are not hard to spot. They are clean looking and have that "out of my element" look. You'll see the same buffoon standing at a bus stop after 6 buses have passed his bench. You'll see the same goon pushing a shopping cart up and down the block, but it's obvious he's not homeless. Just keep alert and don't jump on the 1st girl you see. Try to observe at least one john pick her up. It's better to get sloppy seconds than 3 years probation.
Next, the chase cars are briefed. They will be alerted by the vice officers monitoring the body wire. The decoy will say a code word to let them know there's a violation. The vice monitors will radio the chase cars a description of the john's car and then the chase car will initiate a traffic stop. The chase vehicles are usually a slick top black and white car or a motorcycle officer. I'm not telling you to commit a felony, but it's up to you----99% of the time, the chase cars are told NOT TO GO in pursuit of any john unless a serious crime has been committed (shooting, stabbing, kidnapping the decoy). They tell the chase cars to pursue for a short distance and then let the john go.
Next, the staging location is scouted out. This is usually some distance away from the mongering grounds. Usually at least a 3-4 minute drive. They try to pick things like behind a Home Depot, large shopping mall, fire station parking lot, abandoned train station parking lots, behind auto dealerships, Cal Trans parking lots. An RV will be there converted into a mobile booking station. There will be tow trucks to impound cars as well as the occasional news media. Hope you're not photo shy.
Finally, the vice boys will set out the decoy and execute the plan. The johns show up and the unwary ones get arrested and booked.
MASSAGE/AROMATHERAPY STINGS:
The LAPD and LASD do this from time to time. I've been involved in one as an "observing guest" with the LASD Vice in East Los Angeles. Here's what happens. The vice boys sometimes get complaints from the community but very rarely. These catholic school boys will look for these joints and target them arbitrarily.
First, they conduct surveillance by parking across the street and recording what happens. They'll jot down license plates and watch dudes go in and come out 30 minutes later with a happy face. They will stay all night until closing. The surveillance cars will follow any working girl or worker from the joint to see where they go. They are trying to see if these workers are going to throw trash away somewhere else. Often times, massage/aroma joints will throw their trash away elsewhere to keep nosy vice guys from finding condoms, jizz stained tissue paper and other bits of info. Such items will be used by the vice officers to create a search warrant.
Technically, vice does not need a warrant to "inspect" these joints because in LA city and county, massage parlors have to be subject to routine inspection by lawful officials. However, vice cops know that in liberal courts, all law enforcement searches done without warrants (even with consent) are subject to traversal and considered "illegal".
OK. They get the license plates and the used condom wrappers. They will run those subjects for outstanding warrants, 290PC registration violators, probation, parole. They will go and scoop up those subjects and get statements from them regarding 647bPC going on.
Now, they pick the busiest day to operate based on their surveillance--usually 1 week.
On the D-day, the cops will brief and tell the vice operator to go into the joint and try to get a violation. The cops can and will bring up sex for money first. They can articulate this has to be done due to the "word game" used by hookers.
The vice guys are allowed to get naked and some do sustain erections and I've known a few who let the gal get a few licks on them first. Of course the cops leave this part out of their report. The vice officers use a key alarm on their car keys to signal a violation. The vice officers by this time will have a search warrant in hand. They do not go in with SWAT or make a spectacle. Instead, they will go in quickly in plain clothes and detain everyone inside.
Next, the officers will "close" business and get set up. They will threaten the "mama san" with felony pimping and pandering and force her to cooperate. They will tell her to run the business as usual and not tip off anyone to what's going on.
The cops will have a female vice officer ready. She will go into a particular room and be ready to wait on johns. The mamasan is instructed to send all mongers to this UC officer.
In the room, a quick and ready video cam is set up with audio recording. The johns show up, they give a violation after chatting with the girl. The female vice officer will NOT TAKE OFF HER clothes. She will be clothed and will not stroke your dick. She may touch you on the arm or shoulder but that's it. She can and will dress skimpy. Groping her won't get you anywhere because she's done this so many times, she won't push your hands away. But she will not let you touch her pussy, ass or breasts.
She will try to distract you into meaningless banter and then prod you to give up the violation. She can initiate the violation by saying, "how about $80 for a FS". As soon as you acknowledge this and barter a price, you're fucked.
The vice cops will come into the room, arrest you, and process you in the back. Once you're processed, they usually give you a ticket and kick you out the door.
I can't teach you how to not get busted in these stings but you can see some common themes popping up. Be observant, look for things out of the ordinary, nervous people, cars-people that don't belong in the area. I've seen that almost all the UCs try to be too friendly and jolly--trying too hard again. Don't let that be your guide, but just know this.

I've been lurking through this discussion with a couple of LE mongers and I have to admit, it's extremely entertaining. Walter, I'd love to hook with you sometime over a beer and compare notes, but I have to imagine that such an action would be very dangerous for your career, so I realize this will probably never happen.
But, I do have something of substance to point out here, and that would be that 647(a) (lewd conduct) is absolutely NOT registerable. In the really bad old days of LAPD (we're talking back in the 1940s and 50s), LAPD would target gay men and charge them with lewd conduct for agreeing to have sex with other men (who were often cops). We're not talking George Michael in a public bathroom here, but just agreeing to have gay sex was considered lewd conduct back then. And it was later made registerable. Fortunately, in one of the few areas in which our Supreme Court has had any sanity in the last 20 years, they declared registration for lewd conduct to be cruel and unusual punishment, and struck it down. One need not register as a sex offender for a violation of 647(a) any more.
However, where there is some confusion and potential overlap, 314(a) (indecent exposure) is registerable. Known in the field as "weenie waggers, " Indecent Exposure covers those cases where someone walks up to another and whips it out, and generally masturbates at them (just like the flashers of old, only with a few strokes as well). 314, whether as a misdemeanor or felony (at a prosecutor's discretion, they may file it as either), is registerable for life, under penalty of being charged with a new felony crime if you don't. Furthermore, when filed as a felony, it is considered a "serious" felony, or a "strike. " Since this behavior tends to be somewhat compulsive, it's not unusual to find people who have more than one conviction for this in their past. If they fail to register, even 30 years later, they can be charged with a 3rd strike failure to register, and you can guarantee that there are bunch of judges out there only too happy to sentence someone to 25 to life for this.
Now that's a sick law!
Back on the subject of lewd conduct, though, it should be noted that violations only occur if the conduct is in a public place or somehwere likely to be seen by the public. This means that the lighting, the time of the day this happens, the remoteness of the location, and other things of the sort, all play a role in determining whether someone is guilty of such a crime. Clearly, the police will arrest you, and you may face charges, but whether you will be subsequently convicted is an open question based on the circumstances of each incident. As an example, back in my beginning days of practicing, I had a client convicted one time for handling himself in the morning while standing in his bedroom window after he just woke up. Someone walked by, got offended, and called the police (she also said that he looked at her as he did it and stroked himself a couple of times as well). Private location, but easily visible to the public. That's a 647(a).
So, while it is clearly a blow to someone's marriage, or profession, or pocketbook (or all of the above, especially if your a cop), to be stopped for 647(a), rest assured, you do not need to register. And, in most circumstances, if you have no prior record, you can fight your case with little fear of going to jail if you lose your case.

This is wonderful information as well Walter. However, there were some key things that were a no-brainer. First, many crimes and complaints occur during the busiest times during the week. For instance, the weekends, the evening, and early mornings are prime times for neighborhood complaints. Therefore, initiating a possible sting is a gimmy. Now, before I even think about approaching a potential girl on the streets, I observe every nook and cranny in the area. I have stated on this board a couple of times that when trying to pick up a young lady look at her way of dress. You're right, most vice don't dress too skimpy. Just enough to attract the John. Secondly, look and see if there are odd characters around. I love the part about unmarked cars and the likes of exempt(E) plates. They don't have to be. However, it's a great thing for you mongerers in which you need to watch how close cars are to her in the vicinity. Most sworn in peace officers are clean cut, unless it is a forced sting and they work in a particular squad in the unit that calls for a different appearance on a daily basis.
From my past experience over the last three decades, decoys and stings are easy to recognize. A few months back I explained in a detailed post that I saw a make-shift command post a block past Broadway and Slauson. I actually went down the street to see and to observe the activity. My hunch served me right. One officer stated the street was blocked for an investigation. Wrong again officer....I witnessed a couple of John's being booked and tow trucks awaiting the call for a potential pick-up. So, I went further down Broadway in the forties and there were the stings going on big time and it was obvious. It's kind of hard for officers to hide in the shadows for me because I'm looking in a bush if I can. I just know when the heat is heavy and to obvious.
Now, as for the massage sting. That's a bit trickier. Usually, if I see a new girl I'm a little hesitant as to my entrance into the establishment anyway. I get the part about the microphones. It's a no brainer. This is a pretty much hit and miss, since like you said Law Enforcement clamps down on this less frequently. Good informative posts though.

Do vice or patrol follow a monger when they pick up a non decoy? How far will they follow if so? I usually drive a couple of miles away and always tell the girls to put on their seatbelt. I don't need any excuse to be pulled over. Yet, I'm still paranoid. (adds to the excitement)
