I cruised twice this week and I did notice LE action was upped. One night I even noticed LE cruising back streets 2 blocks from fig looking for people in cars doing their thing.
Actually Malibu for me it was alot like the movie Training Day I became a Deputy to make a diffrence and help people out but what I found out that LE for the most part abuses their powers I had to get out because I didn't belong to the good ol'e boy system as it is know in LE. But not every cop is bad either there are guys out there that didn't care about what the Sgt or Lt said and stayed, nver getting promoted and always being shit on. I for one will not stay somewhere where I am not wanted because in the end I am not hurting them I am hurting myself thats why I left. I started hating my job where everybody hated you and the brass came down if you made a valid bust with someone who had pull because their daddy was a councilman or County supervisor because after all the Sheriff could loose the next election. Personally being in the Military when if you went overseas and didn't get layed in the PI (Phillipines) or else where meant you were gay I was introduced to the hobby by the division chief who paid for the young girl in a bar in Olangapo city, that was the culture in the Navy at the time and once you get the taste of it it is hard to get out of it. Which I'm sure you all know. I have been a memeber of the board for a long time even though I keep my posts to a minimum mostly to avoid getting caught at home but I still enjoy the occasional catch. Over the year I have contributed in numerous ities where my occupation has taken me.
Being in LE has been disenchanting; full of illusions but good money. You guys would shit at the amount of money being wasted on police resources. The politicians scare you into a siege mentality that the community is under attack by the Mongol horde. Nothing cold be farther from the truth.
In reality, the community is under attack by the city machine; sucking up tax money, tricking residents into voting for new police measures, hire more police, upgrade the radio system, upgrade the 911 system. It's the biggest joke. All that money goes into a gross lot fund. The chief of police and his cronies use "cost codes" to show where the money should be going. For example; $1 million should be used for buying new radios, MDTs, and communication equipment. These guys can buy other crap like "overtime for patrolling the Emmy Awards", purchasing new MP-5 SMGs for SWAT "D" platoon, "overtime for lazy civilian secretaries to process crime reports". The cost codes hide where the money is really going.
Always vote "No" on these crappy measures. Trust me. We men/women in LE are paid very, very well. That's why half of us live in Santa Clarita, Irvine, Anaheim Hills and drive SUVs and high end pick up trucks. Don't believe me? Go to any LAPD division about 1 hour before a shift change and watch all the cops coming to work in their rides. For the little work we do. We get paid well.
City waste? Look at the hundreds of thousands of dollars being wasted on enforcing prostitution. Yeah, 647b can be a problem if it gets out of hand when guys are throwing used condoms out onto someone's yard or humping a hooker in a guy's driveway. But there are scary criminals fucking up the community---the real Mongol horde. These are street thugs, gang members extorting store owners, gang members controlling a street, bank robbery crews, car thieves. These criminals are harder to nab than some marginally DUI driver, jaywalker, prostitute or poor-horny john. So the cops always go for the easier prey and then distort the statistics that they are chiseling away at crime. Such shit. That's why I am rebelling in my own lurid pleasurable way.
I will wag my cock at the LAPD brass by perverting their "Training Bulletin" which are informational pieces of flotsam that office squints generate to make the lives of cops more miserable.
Training Bulletin #1:
VICE OFFICER GENERAL OPS GUIDELINE-
Vice officers are under the command of two sergeants at each area division. The 2 sergeants share split shifts. One is in charge of "days" and the other "PMs" (night). Each vice office reports directly to their Area captain. The captain tells them what his pet peeves are and the vice thugs march in goose step.
Vice officers also receive complaints via phone calls, anonymous complaints or from community do-gooders. Either way, once a complaint is generated, they must see it through fruition whether they make an arrest, show inactivity or show it's unfounded.
Vice officers also generate their own activity called "obs activity". Vice will start a short roll call in their office or now...they attend patrol roll call. They will hear the street cops tell 'em where the blatant hookers and johns are messing around. The vice cops go back to their office and form a plan.
Their cars are all rentals so don't bother memorizing them. They go to Enterprise or Galpin Ford because these 2 companies get kick-backs from LAPD for advertising them in their police union newspaper.
STREET PROSTITUTION ENFORCEMENT:
I will first describe the more organized Task Force Operation format:
OK, the vice cops will typically drive in several teams; each team consists of three or two to a rental car. They are in plain clothes, armed and carry their giant Motorola SABER radio. They will usually have a slick-top B&W car manned by the PED unit. This B&W will be within 2-3 blocks of the hunting area so as not to alarm hookers or johns...where they lie in wait is called the staging area.
At the staging area, the cops will wait in their teams with the awaiting B&W; meanwhile, one team will do a probe of the target area. The team will drive by and see if there are prostitutes working the pavement. As soon as they spot one, they will drive about 2 blocks away and the driver will drop off his passengers...usually at a strip mall or bus stop. Supposedly per policy, the driver needs to be in sight of his partners for safety reason...but this is never adhered to.
The driver will then go to where the hooker is at and then try to lure her to his car. They will exchange dialogue. The vice cop will try to get a prostitution violation from her. She's usually in his car at this time. Once he gets the violation, he will drive her to where his awaiting vice cohorts are at. He will park and tell the hooker he's ready for his blowjob. He will then do something like tap his brake lights rapidly, hit a turn signal. At that point, the other vice cops will walk up on them and arrest the prostitute. The arrestee is then taken to the staging area and usually placed in a rental van. The second team of officers in a different rental car will then go out and do the same thing.
They'll repeat this cycle until the hookers get wise to this or the activity drops. At that point, the cops will take the girls to Parker Center to be booked. They will return to their station to do reports.
The best period to monger is the time between the booking phase until the officers finish their reports. Unfortunately you or I will never know exactly what time this will be at. Generally speaking, cops are lazy and they will try to time all this more towards the end of their shift.
My advice would be to do some hobbying more towards the end of their shift. Keep in mind this will not protect you from Metro units or LAPD patrol units whose shifts are staggered over the Vice schedule.

Here is a second version more in line with a typical vice 647b op:
There are variations to the vice 647b operation. They'll use the one I described but many times this takes some planning and organization. Also, a vice unit might have low deployment for whatever reason and they will cut corners. I have personally worked a modified version of the aforementioned plan.
Instead, my partner and I work together. Usually the day vice unit will have 2-4 guys working. At night, usually 4-6 depending on how fat the team is. In this case, we work more independently. We'll go out in teams of 2 in each rental undercover car. Sometimes we'll coordinate with the other vice team to work something a bit more difficult. Most of the time we'll go on the prowl and look for a girl. The driver will drop off his partner a block or 2 away; pick up the girl, get a violation and drive her to his awaiting partner so there will be 2 cops making the arrest.
Sometimes the second vice team will follow the driver as he drives his girl around in his vehicle...trying to get a violation in their dialogue. The second "follow car" is to ensure safety and help in the arrest.
The girl is taken to the station and chained to a bench and off they vice cops go to hunt for more girls. Once they have each hooked about 3 girls max...they'll call it a night to do the booking and also write reports.

Lewdster patrol:
The vice cops also do what's called Lewd patrol. The PED unit does this also. They'll drive there rental cars up and down side streets, alleys, etc looking for a john gettin' it on with a prostitute. The cops will shine their lights, scare the couple, get their laughs and then ruin the john's life by arresting him for 647(a)PC--lewd/lascivious act in public. This will cause the john to register as a sex offender. Fuck up a guy's life for this shit! Some of you may think the biggest threat is the B&W patrol cars. Don't be fooled. There are many johns that were busted the way I describe; they just don't participate in this forum.

Vice Equipment:
The vice rental cars are standard rentals. They are not equipped with any emergency lights, sirens or law enforcement equipment.
There will be at least 2 dedicated vice cars that belong to the LAPD..these are typically mini-vans, 2 door American compacts, tinted windows. These are usually driven by the Vice sergeant or used for light surveillance. These cars are equipped with built in police radios but no emergency lights or sirens.
The vice cops will always carry a small tote bag or Igloo cooler which will be loaded with some things like: extra ammo magazine, hand cuff, small flash light, plastic jars for collecting alcohol bev, flexi-cuffs, misdemeanor ticket book, penal codeH&S code cheater guide, extra batteries, binoculars.
The cops are armed usually with compact semi-autos or a 5 shot revolver. Many of the cops while operating as the driver/john will keep the unholstered weapon under their left thigh,,,squished between their thigh and car seat.
Their police radio will be in the off position or "low volume" and stashed in the map box on the driver's door or disguised under newspaper or something.
You can see your typical vice cop will always try "too hard" to blend in with his ghetto surrounding. They may be in their 30s but try to dress like some hip hop kid in his late teens. Lot of white vice cops will wear "biker" gear like Jesse James "West coast chopper" shit, Skin clothing and other nonsense...funny when you see a wanna be biker standing in the middle of south-central Los Angeles.
Their favorite undercover clothes is a pendleton shirt or a gas-station utility shirt. They will wear this with blue jeans and hiking tennis shoes. You'll see their 3 lb radio sticking through their back pocket...sometimes the antenna dangling out or jutting up their shirt. Keep an eye out for this when you see suspicious pedestrians in your mongering areas.

Isn't it true they will just bring the K9 unit over? I was in this predicament once and I didn't feel like haveing my time wasted further by waiting on a K9 unit, plus I had nothing in my car to hide. I got a kick out of watching the cop search my entire car in vain, then letting me go.
Ok so here is some more information for everybody. If you are detained and have done nothing wrong do not give permission to search your vehicle and if they say that then we will have to wait for K9 then fine but they better get there before 15 minutes from the time they stopped you or they have to let you go. Most times except under certain extra ordinary circumstances 15 minutes is the longest that you can be held, otherwise they have to arrest you and be charged with what ever they want to or let you go. A minor traffic violation DOES not give LE the right to search your vehicle unless they smell alcohol or evidence of anything illegal i.e. plain sight. But just because they think there is something there is not a valid reason. Ask for the Sgt or the watch commander if they refuse get badge numbers. Recently I was returning from AZ and got stopped out in the middle of the desert between Blythe, CA an Indio by the Border Patrol. I immiediatly asked why I was stopped I was not able to be given a valid reason he stated that I was speeding, hmmm I was in the slow lane going 75 and people we passig me on the left lane doing 90+ so I told him to try again and since when did he turn into the Highway Patrol. He then stated that my license plate didn"t elaborate. Thats funny because my License plates had just been issued to me the week before by CA DMV. Try again. The the questions came up where are you coming from? Where are you going? I told him that it was none of his buisness where I had come from and where I was going. Most of you would think that he would have pulled me out and cuffed me by this time but the reality is that if you have no record or have done nothing wrong it doesn't matter where I have been or where I am goin. Again you have the right to remain silent this would piss me off the most. He started to give me a lecture on I-10 and if I knew what it was. Does he think I am stupid?? Drug corridor, stolen vehicles, drug corridor, human smuggling. Finally I stated to him that I wasn't an illegal and that I didn't have any illegals in my vehicles which due to my job I have a cutain between the front seats of my van and the back and my windos are limo tint all around except the front which are pretty close to limo. You could tell he wanted to search the vehicle so bad. Finally getting tired of playing games with him I stated that I had committed no crime and that if he wasn't going to arrest me then I should be on my way that my 15 minutes was almost up. He then stated that he didn't have to follow those rules that only local and state LE were governed by them. See more using the badge to intimadate. This time I reminded him that there was a thing called due proceess and was given to us by the Bill of Rights and that it pertained to all law enforcement in the US not just local and state levels. He didn't know what to say. I then informed him that I was former LE and knew the game he was playing and had been playing along but that I was getting tired and wanted to be on my merry way. Shortly after that I was let go, 15 minutes almost to the minute to when I was stopped. So once again guys stand your ground and don't allow yourself to be bullied by the cops. No matter what agency they are with. Oh and by the way I have nothing in my vehicle that I have to hide and if searched nothing would be found but I enjoy messing with them and seeing how obnoxious they get and then leaving standing there with their hands empty. Just my three cents.

Wow! Always knew VICE was out there, but usually kept my eyes peeled for the B&W's. Guess that's to be expected from one who doesn't understand "the other side."
My question though: are any LE simplying observing particular vehicles that may just go back and forth on the track a few times (intent)? For example, I may do a few laps, say from the 40's to the 100's w/o turning onto any streets, just simple back and forth with no soliciting; but, if LE is observant, is it likely to get stopped and questioned if they may have noticed the same vehicle a few times? Just curious what to say if stopped and questioned?
Was forced to fill out a FI card on Harbor about a year ago. SW was in car, but no action had taken place. I admitted to nothing, since afterall, nothing had happened.

The vice officers are trained to be observant. If they are diligent, they will see the same vehicle sharking the streets. But really, it's more obvious if the streets are skinny, quiet and/or your car really stands out. Cadillac Escalade with gold 20's.
If they take an FI on you. The data is turned in to the records clerk. He/She will enter it into the EI(event index)10 data base which is an intelligence data base for LAPD. It can be accessed by LAPD or LASD since the info is also input into CHEERS (LASD data base).
The consequences are that if you are arrested for 647b or 647a PC, the cops will use this ancillary info to augment their case against you.
Please. Never admit to anything. Nothing! When you pick up a SW, you might as well know she is going to be dirty---warrants, crack pipe in her purse, drugs on her. You will be put under the hot lamp, the cops will scare you, threaten you, put the screws to you. No matter what. DON'T TALK.
Don't say why you're out there, or any other bull shit. Shut your hole. If they have a case on you, you're gonna be fucked anyway. Hence, it's best to shut the fuck up.
If you are driving up and down the Fig or any other monger loc, you are subject to traffic stops by either Vice PED unit, LAPD motor traffic unit, patrol or Metro. These guys are all on the hunt for stats to fill their DFAR (Daily Field Activity Report). So be careful.
I rarely fuck around with SWs. Occasionally I will to get my adrenaline rush and throw my middle finger at the LAPD brass. My suggestion is stick to escorts, Tijuana hookers or Latin Casa De Citas.
I mainly hit Casa de Citas which is why I've been mongering so long here in Los Angeles but never got arrested and tagged a sex offender.

From my experience as a boy in blue; we are hesitant to pull over a 50 year old white man in a suit, driving a BMW sedan. But then again, I know white motor officers who pull over rich white people all the time in West LA Division and scratch them speeding tickets.
If I was patrolling the Fig at night when most of the SW action happens, I'd have no time to really see the race of the driver. I and my cohorts concentrate on gross action and obvious PC (probable cause) such as the vehicle's condition, any minor traffic violations, action of the street walker, etc.
I have known white cops who specifically went out looking for just black drivers, Asian drivers and Latino drivers; just to fuck with them and write them tickets and make their lives miserable.
On the other hand, I've known Latino and Black cops that went out of their way to fuck only with Asian and White drivers and make their lives miserable. It's a two way street.
In terms of mongering, I tend to believe the vice cops, special detail LAPD cops, patrol cops don't choose to mess with you based on your race.
I do know that they are trained to sniff around the bush if things don't look right. If they see a 19 year old White college boy from USC in a new Jetta cruising in circles around Figueroa and 47th Street. Hitting the brakes, pulling over near SWs and repeating this behavior. The cops are more apt to pull him over if they get a good look at him. They would pull him over more so than if they saw a beat up 1978 Datsun pick up truck loaded with cans and bottles with a worn down latino driver in his 50s cruising the Fig.
The point is. The latter example (older Latino in a can collecting car) tends to be more of the norm in that area than a college frat boy lurking in a drug/SW infested area. Cops profile the college frat kid being up to evil.
You and I profile everyday without knowing it. The L. A District Attorney office teaches their attorneys how to lessen the political incorrectness of profiling by using this example. "You go to a grocery store and see 3 lines with exactly three people waiting in each line, all buying exactly the same items. You see that in line #1, there are 3 elderly people in their 80s. In line 2, you see 3 disheveled vagrants each carrying over 100 coupons each. In line 3, you see 3 business men each staring at their watches with cash in hand. Which line will you go to?
The DA's office teaches that the majority of us will go to line #3 because we scan and quickly profile each group of people based upon our own personal prejudices, stereotype and popular media belief. To most of us urban dwellers, Line #1 and #2 will take a long uncomfortable time whereas line #3 will get us out quickly. That's profiling as taught in the (In)justice system.
Cruised the Blvd around 2 A.M. Empty for the most part but found two Sws in the Fairfax area close to the GC. One BSW and one WSW. Apparently they were together. Drove around the block and stopped at the intersection just as they were getting to the corner. The WSW approached my car. She looked around 22-25 yo and said her name was Princess. She quoted $. Asked her if she had a room and she said no. Gave me her digits and said she'd be around for a couple more hours. Called her and asked if she'd come to my place since I live like 10 min. away and told her I'd bring her back. She said she didn't want to leave her car there but she could meet me at my place for more $. Asked her how much and she said $$.5. I laughed and she said she could do it for $$. Said no and she said she'd come for $.6 no less. Told her I'd call her back and drove away. She was maybe a 7 or 8 but I thought $.6 was too much. I posted this in the Hollywood board too. Thought I'd re post here cause I've seen reports asking about Sunset in this board. Peace.
I haven't been on the boards in a while, but it's good to see great info. I agree with the "keep your mouth shut" advice. I was scared to shit one day that a cop caught me in the car with a sw, he didn't see anything, but sure made it seem like he did.
Kept asking me how much I paid for it, so that he'd tell me if I was getting ripped off. I never answered with anything. He kept playing the, "you're pissing me off, I would have let you go if you would have just been a man and answered my questions."
I never gave in, I figured, either way, I was fucked, but he let me go. I'm sure it was because he was patrol, otherwise, vice would have liked the arrest for their statistics.
