I've known 2 providers who regularly worked at Pin Thai doing mostly legit massages. Both would moonlight with customers wanting more services at Osaka. Unhappily, they have both made the money that they needed to make in Hawaii and returned to Thailand.

I'm sure that Osaka management is happy to get the room rent without the issues associated with keeping their regular providers busy.
