Never knew why, except maybe to be a deterrent for criminals, but after a while even that loses its affect as people realize no one is ever inside the car. I've never seen anyone in that one either when I've been there or was driving past. It does seem odd for the LEO to leave it there if he could take it home. One thing seems clear and that is that no one is watching anything from that vehicle. I'm thinking LE would be more discreet if they were actually doing surveillance; but, you never know what they're up to. Anyways, be careful.
