I've only had a handful of experience with L1 HE but when I would recall from memories I would always think of The New Body Massage (Fen Hong Spa) near Sea World and Costco. They don't do FS but they allow roaming, stripped (both parties), and you can still do TS and I never had any issues with their massage.
