I don't think you can do it by using a payphone or university computer. In any event these cell phones will always give your map coordinate location.

They can use tower trianglulation/tracking to find the phone if it is on, but it is NOT nearly as accurate as GPS, and these pay per use phones do not usually have GPS. Tower triangulation/tracking is accurate to about 50 meters. GPS is accurate to about 3 meters.

Neither works if the phone is off. So if you are not using it, no reason for it to be on.
