The house money is only negotiable when you're deciding on a half hour or hour long massage. And as Big Pete said, you come off extremely suspicious if you walk in and ask for full service without walking into the massage room and undressing completely first to ensure you are not LE even though I've read under the doctrine of necessity LE can still get naked and make an arrest, however many local departments draw the line when it comes to getting fully nude. As for places that only offer FS, there are a ton of ads for Asian spots that solely offer FS and usually list their prices via text w / o the standard house money usual of $40, that's how you can distinguish them from a parlor.
