You didn't violate or break any law by parking there and going to visit a "friend". The guy is being a total douchebag and asshole putting his nose in other people's business. LE can't do a damn thing except maybe give you a hard time and tell you to leave if push comes to shove. And believe it or not, it's not against the law for anyone to take pics of cars and license plates. It's public records information. If local authorities start to get many complaints, then there might be a problem and Casey will more than likely have to move on. Believe it or not, this was the same exact thing that happened to Crofton Bri a few years back when she was living with her mom in Crofton. Next door neighbor (woman) started to take pics of every car and license plate that would park in the driveway or side of the road.
