Traffic cams and soliciting rides
If they're anything like the ones all over Midlo Tnpk they're just your basic traffic cameras or "punitive cameras." They basically just monitor the traffic, but they do have the capability of taking photos, etc.
They do have an internet connection and tie into map sites like Google, Bing, Google Earth etc for live traffic reports.
I doubt they're anything like the cams VDOT uses:

Giving a person a ride (hitchhiking) is illegal in VA if it's posted and if the person is standing or walking in a roadway.
"Virginia law states that a person can not hitchhike in a roadway. This does NOT include the shoulder of the road (unless signs are posted that prohibit pedestrians at the entrance of the highway)."
Code 46.2-929 Pedestrians soliciting rides.
Pedestrians shall not stand or stop in any roadway for the purpose of soliciting rides.
