It is a highly YMMV type of marketplace which will solely depend on the person that you are cuddling with. Don't be disappointed if everything remains strictly platonic which will be the case 50% of the time.

But I know what a sensual massage is, I don't know what cuddling is. So let's say I go see a cuddle provider who is strictly platonic, what would that service entail? First we meet & greet, then what? Are we nude? What is the actual act of cuddling? Is sensual touching an expectation? And if there is no happy ending, will they at least allow me to finish myself at the end? I would really like to hear some descriptions of the visits from some of you guys who do this.

You cannot touch her on areas covered by bra and panty. You must be dressed. If the cuddler does indulge in non platonic then it all depends up to what extent she wants to go.

Site rules do not allow for anything sensual. You could be reported and blocked from the site for that so a typical cuddling session would be clothed, talking, hugging, caressing each other without anything sensual let alone sexual which means it is all legal.
