Roughly speaking, the first floor is for long term tenants (monthly), the second is for the short term tenants (weekly / working girls) and the third floor is for regular motel stays. The reason this place is so popular is that it is cheap and the management ALWAYS looks away from who stays there and who goes in and out. There is so much trouble there with drugs and assaults that the prostitution gets let go by LEO. There is easily a dozen medical calls there a week. Chances of you getting busted are smaller based on the volume of higher crimes, but I sure as hell wouldn't consider myself immune.
The other issue is that when they are not working, they hang out together. Sounds innocent enough, but the odds are that the bad habits of one will become the bad habits of another. I refer to drug use of course. The drugs and dealers run rampant through there.
On the plus side. If you get there and your girl is busy, just slide one door down and try there. You're likely to find what you need.
Seriously, I would strongly recommend avoiding this place. That way the standard allowance is 30 pills, not 10, and it is usually a much cheaper prescription than the ones for ED. It's an option. Doctors are usually really good about working with you on shit like this.
